associated with the proliferation of bars on lower One has just to look to our north to
find a successful downtown area, which is family friendly, possessing a good
mix of shopping and dining, in addition to offering a vibrant nightlife. What you won’t find is overcrowding,
perpetual spring break establishments with drunk revelers spilling out onto the
streets. Adding parking without addressing
these issues may provide some increased utilization of the businesses on upper
Pier during peak hours. But it will also increase traffic
through Upper Pier targeting Lower Pier bringing larger numbers of drunk and
disorderly individuals filtering through our neighborhoods. Of particular concern to me is the
proposal to provide mixed usage for Upper Pier. The area is busy enough without
